I went to Egypt in 1989 with my family to help with a Canadian Government Development Aid project. The Egyptian Electricity Authority had many young employees that did not have sufficient training to maintain the electrical system on their own. As a result, they were often forced to find (expensive) external help.
We were part of a joint training project with the Egyptians, helping to organize a central training school, helping to develop training courses, to obtain tools and reference material, and most importantly to train Egyptian trainers so that they could deliver the courses.
